Project: Master Plan for Chatham Estates

The Chester Housing Authority hired DCI to develop a Chatham Estates master plan and funding application to submit to HUD for a HOPE VI appropriation round. DCI assembled and directed a team of professionals to develop and submit a revitalization master plan and HOPE VI application that included total demolition and reconstruction of the developments. The master plan included new housing (similar in density and style to that found in existing neighborhoods), a retail area, community centers, parking and new pedestrian and vehicular systems that flow seamlessly into the existing circulation. DCI and its team worked closely with City and County officials, the CHA and Chatham residents in this process. The application, with a total budget in excess of $28 million, was successful and was awarded a $15 million HOPE VI Grant.
